INTRODUCTION

Education has a very strategic role in the development of a nation. Through education, the quality of human resources of the nation improved. Thus, national education should be able to guarantee equality of education opportunities, quality education, improving the relevance of education, and increase the efficiency of education management.

Equity of education opportunities realized in the program nine years compulsory education.
